San Pedro Coordinated Plan Committee

 

                        Waterfront Enhancement Projects

                         

1.       Waiting for Waterfront Enhancements Mitigated Negative Declaration (MND) to come before the BHC.  

                                                               i.      A PCAC motion that enhancement projects not be constructed that are in conflict with the Lower Density alternative prior to completion of the full Bridge to Breakwater Environmental Impact Report. 

                                                             ii.      NWSPNC passed motion asking that the 22nd street area opened to provide full public access

2.       The Port has indicated that the Waterfront Enhancements Projects MND will posted to the Port web site at least 10 days prior to the BHC meeting that will consider the project.

 

Bridge to Breakwater

 

1)      Draft Environmental Impact Report is being prepared

a.     Draft Environmental Impact Report is scheduled to be available for public review late spring or early summer 2006

b.   Port should be having a meeting sometime in the early 2006 to provide an update

                         

China Shipping EIR

 

Topics:

  1. Area A of NWSPNC Mitigation proposal is to be included as a mitigation in the final EIR
    1. EIR should be out for public comment in early 2006

 

 

Past EIR Working Group/China Shipping Mitigation Fund

 

  1. BHC has directed Port staff to come up with an initial cost estimate for three mitigation projects.  The North Gaffey Mitigation project proposed by NWSPNC was one on the three projects acted on by the BHC. 
    1. Port staff is working with the NC to refine the scope of the project and to develop a cost estimate for the beautification project. 

 

 

 

 

Past EIR Working Group/China Shipping Mitigation Fund (cont.)

 

 

  1. Beautification Project Channel and Pacific Street

1.       Project will be completed by the end of January

3         Motion coming forward for February that asks BHC to continue to provide outside consultants to support the PCAC.

 

Port Master Plan

1.       PCAC Motions (summary) from Port Master Plan for January:

                                                               i.      Utilities along Port boundary be located underground or removed

                                                             ii.       That the EZ Smog lease be terminated by the BHC

                                                            iii.      That the BHC purchase Y&S Auto Bodies storage space and Floyd’s Ornamental Iron on the east side of Gaffey Street in support of the NWSPNC China Shipping Mitigation Proposal.

                                                           iv.      That the BHC complete an analysis of long term Port volume projections and policy alternatives,

2.       The Port Committee recommends that in the future the Port of Los Angeles

                                                               i.      That in the future the undergrounding of utilities be included as part of any beautification or other Port project

 

Air Quality

 

  1. Port of has posted results of air sampling on the web site
    1. Graphs of the PM 2.5., elemental carbon and PM 10 are available at the Ports website.
  2. Motion coming forward for February that the BHC adopt the air quality mitigation proposals as recommended by the technical advisory committee.

 

 

Traffic Subcommittee

 

1.       Motion is coming forward for February to Passed a motion in that the new Board of Harbor Commissioners related to the proposed new Intermodal Terminal in East Wilmington.  The motion asks that the BHC require all “line haul’ locomotives utilizing the proposed facility use low sulfur diesel and other pollution control measures discussed in the No Net Increase Plan.  

 

Pacific Energy Partners

 

1.       The Pacific Energy Partners (PEP) DEIR/DEIS should be out at the end of January or early February.  PEP is having four workshops in advance of the DEIR/DEIS coming out.  The workshops are:

§         January 14, 2006, 10:00 , Banning’s Landing

§         January 17th, 2006, 6:30, Wilmington Senior Center

§         January 18th, 2006, 6:30, Port’s of Call Restaurant

§         January 21, 2006 10:00  am, LA Harbor Hotel

 

Peck Canyon Prop O Application

            Application was submitted on December 16, 2005.  Shannon Jaxx and I meet with Park and Rec environmental staff to review the CEQA requirements for the project.  In the process of doing a first cut on an initial study to see what potential impacts, if any, could occur from the project.

 

 

 

Port Strategic Plan

The Port is in the process of developing a strategic plan.  Meetings should be held starting at the end of January to solicit input from the community.

 

The NWSPNC Port committee has developed a general list of items that may be considered as part of this process.  We are thinking about putting the list up on the web site running as a survey.  Some of the items include:

 

§         Transportation improvements

§         Continued Implementation of air pollution control technologies

§         Green the Port boundaries

§         Youth serving

§         Education

§         Development within the Port and along the boundaries (Smart Development)

§         Improvement of Alameda Corridor Usage

 

Using the results of the survey we would then ask the BHC to include the most important items as part of the Port strategic plan being developed.

 

PCAC Bylaws and Organization

 

Talk about the role of PCAC and how it is organized.  Daniel Freeman is talking at the Steering Committee meeting about how the current BHC sees PCAC and what its role should be.
