  • L.A. City Council Gives Neighborhood Councils More Say with DWP (August 2010)

    LOS ANGELES – The Los Angeles City Council, voted 14-0 with Councilman Dennis Zine absent, Aug. 10, to amend the Rules and Elections Committee report by creating a ratepayer advocate for the Los Angeles Department of Water and Power to ensure that neighborhood council of community meeting and to make sure that the chief administrative and legislative officers work closely with the neighborhood council working group on the DWP.

    The two proposals were introduced by Council President Eric Garcetti to establish a new, independent customer advocate’s office to oversee the DWP. The office would be established outside of the department or any political office. Only the voters can change the charter, insulating the office from future political or DWP interference.

    A DWP budget reform motion also introduced by Garcetti would put on the ballot an amendment to the city charter that would push public scrutiny of the DWP budget and minimize the uncertainty in the city budget process. The amendment would require DWP to publicly present its budget well in advance of the budget deadline and change the current deadline that allows DWP to pass its budget after the overall city budget is passed.

    The proposed reform charter amendment would require the department to present its proposed budget by April 20, which is when the Los Angeles Mayor Antonio Villaraigosa is required to present the proposed city budget every year, and would require the DWP Board of Commissioners to pass the department’s final budget by June 1.

  • Draft 2010 Integrated Resource Plan

    The Los Angeles Department of Water and Power (LADWP) has prepared the Draft 2010 Integrated Resource Plan (Draft 2010 IRP) to provide a 20-year framework to ensure that current and future energy needs of the City are met, regulatory requirements are satisfied, and environmental policy goals are achieved. The Draft 2010 IRP lays out alternative strategies for increasing renewable energy and reducing greenhouse gas (GHG) emissions, while maintaining power reliability and minimizing the financial impact on the City’s ratepayers.ovide a 20-year framework to ensure that current and future energy needs of the City are met, regulatory requirements are satisfied, and environmental policy goals are achieved.     Dear Colleagues,
       
    After the defeat of Measure B, Energy and Environment Committee directed DWP to include the NCs on the Solar Plan.  And, the Education and Neighborhoods Committee asked that an outreach strategy include NCs.
       
    Although DWP has ignored both Committees, Neighborhood Councils should take this opportunity to provide input by attending the outreach regional meetings.     
       
    Here are some of the reasons DWPC filed against Measure B:
       
      --NCs are opposed to exclusive control by IBEW #18.
       
      --No micromanagement by City.
       
      --Independent contractors, multiple crafts and trades must be at least 50% of the workforce.  . 
       
      --Local workers and contractors must come from local community, County and California.  No imported workers.
       
      --DWP does not have a defined plan for implementation.
       
      --Before implementation of  a "solar" plan for LA, the Community must be provided with the plan for final input.
       
      --DWP has not presented cost analysis.  One will be needed before
       
      --DWP has not identified multiple companies that will furnish materials.
       
      --Students trained at LA Community colleges should be hired by companies without the company requiring that the students be controlled by any union.
       
      --Local Students at the LA Community training classes must have priority enrollment status.  Imported people must not take locals' seats.
       
      --DWP must have personnel with management  skills and have training in solar plans to implement the plan.    
       
      --DWP must identify funding sources and what the impact will be on the ratepayers.
       
      -- DWP must work with City Council to implement AB811.
     
      --DWP should not limit power produced by residents.  
       
      --Residential solar systems should be allowed to sell back excess to DWP. 
       
      --DWP must not state that solar systems on private roofs can receive Federal credit from DWP owned systems.
