Meeting called to order and roll call taken. 2. Minutes of November 18 approved. 3. Treasurer’s Report/Budget Issues. a. Balance is $622.57 – reduced due to payment for Web Site maintenance. b. Still no news from DONE as to when funds will be received. First increment will be $12,500. Will have to spend this amount before the next increment will be provided. 4. L.A. City Family Care Givers (speaker: Craig Palmer, Department of Aging, 548-7596 ) Serves the NWSPNC area. Is a multiple service organization for the elderly. Includes transportation to and from doctors and legal assistance. 5. Location of new police station (speaker: Sam Tanaka, Program Manager, 213-439-2237) a. March 2, 2002, voters passed Proposition Q ($600 million bond program) for the purpose of building six new, state of the art, police stations throughout Los Angeles. b. City hired a real estate agent to identify suitable, available sites. Harbor looked at six sites: i. 1660 W. Anaheim – 10 acres, Phillips Petroleum, City wanted 4 acres. Owners refused to sell. ii. U.S. Navy Facility – Anaheim and Palos Verdes North. The Navy would not discuss. iii. 1215 N. Gaffey, 3.6 acres. Would need to condemn property. Owners refused to sell. iv. Gaffey between 3rd and 4th, 3.5 acres. Owners refused to sell v. 502 N. Pacific – Owners refused to sell vi. Selected Site: Existing location on John S. Gibson. Determined that City could build a new facility and still keep the police department operation by utilizing trailers. City needs to hire an architect to create design and start construction. Estimated that it will take two years to design and two years to build. Estimated to be completed 2007. c. John Greenwood asked the NWSPNC to endorse the site. MOTION by Diana Nave: The City construct the Police Department facility on the existing site, utilizing Prop Q funds, and that the NWSPNC have an opportunity to see and comment on the architectural and landscape designs. Seconded by Mike Nizetich. Motion passed. One abstain by Ray Patricio. 6. Update from Councilwoman Hahn’s Office (Speaker: Marisa Trutanich) a. Bus Shelters and kiosks (speaker from Viacom: Cheyenne Parce) i. Viacom has been awarded a twenty-year contract by the City to provide bus shelters and community kiosks. CD 15 will be provided 150 shelters. ii. NWCPNC may notify the Council office of recommended sites for shelters and kiosks. Viacom will then conduct a survey of the site to determine if it is feasible and there is sufficient room for pedestrian traffic around it. – The Outreach Committee was asked to provide possible sites. iii. There is some controversy on the bus shelters, as they will contain advertisements. (Viacom will be monitoring the shelters twice a week to remove outdated advertisements.) The neighborhood councils will be permitted to comment on what subject matters they don’t want advertised at the shelters. Coastal San Pedro does not want the bus shelters in their area and has asked that one already installed be removed. Since there is a contract, if Viacom shelters are not used, no other shelters will be provided. iv. Contacts at Viacom: Dorin Roberts and Tom Smith (323-276-7558) b. Property at Elberon – There are two issues here. The personal belongings of the owner of this property are not only a health and safety issue, but they are also encroaching onto park property. The Department of Recreation and Parks has notified the owner numerous times to remove her belongings from park property and at a meeting on November 19, 2002, she agreed to remove them. If she does not by the given time frame of 60 days, the matter will be referred to the City Attorney for legal action. Additionally, due to her failure to maintain her private property free and clear of trash and debris, to maintain access to covered off-street parking, and to remove any illegally stored items from the yard, the City has issued numerous citations, going back to 2000. Justin Houterman, Deputy City Attorney, Neighborhood Prosecutor, will expedite the hearing process. c. Property near corner of Channel and John S. Gibson – Shari Hill has been in contact with Councilwoman Hahn’s Office to determine the property owner and the means to clean up the mounds of dirt and building materials. It appears that the property belongs to Cal Trans, but they have been slow to respond to requests from both Councilwoman Hahn and Shari Hill. No progress to report as yet. d. Household hazardous materials collection site, Bureau of Sanitation – This site was due to open, on Gaffey, in November. However, the City Attorney determined that, due to the California Environmental Quality Act, the Bureau of Sanitation had to prepare a Negative Declaration, to prove that the collection site would have no significant impact to the environment. The Bureau of Sanitation thought, that since the site was an interim facility (because the permanent buildings were not erected yet) the Negative Declaration was not needed. That is not the case. 7. Public Comment a. Bob Gelfand of Coastal San Pedro Neighborhood Council, asked the NWSPNC to join them in supporting the Warner Grand Theater by committing part of our City funds (when received) to Theater issues, starting with $3,000. Jody Van Meter (co-founder of the NWSPNC) is the NWSPNC representative to the Warner Grand Theater. b. Animal Shelter – Several stakeholders expressed their concern over the City selected site at the location of the former Big “C” Hardware store, on Gaffey. They stated that the animal shelter is going to be directly across from the new Fire Station and that the sirens will cause the animals at the shelter to make a lot of noise, which will not only upset the animals but the nearby residents as well. As background, all the Harbor area neighborhood councils voted on the three possible sites presented by the City. None of the councils voted for this location as their No. 1 choice. The NWSPNC chose the Five Points car lot as the best site for the animals and residents. The NWSPNC will contact Councilwoman Hahn’s office and schedule this issue for discussion at its January meeting. 8. NWSPNC Election of education seat a. Date of election – February 10, 2002 b. MOTION by Diana Nave: This motion defines who is qualified to fill the Education Board Seat: A teacher, student, staff, or parent of child, attending or working at any educational facility within the boundaries of the NWSPNC. Candidate must provide a letter of verification from the education facility that the person meets the above qualification. Shari Hill seconded the motion. It passed unanimously. (Note: An educational facility may be a public or private school, church, park, or any facility that has educational programs. 9. Issues Committee – Recommended priority issues for the NWSPNC (random order) a. Beautification of North Gaffey Street (Jody Van Meter). Immediate goal is to obtain a grant for a master plan. Next step is to find a sponsor for a grant application to MTA. b. Peck Park and Field of Dreams (Craig Byrnes) – Immediate goal is to get restrooms at Summerland and Western, some fencing in the Peck Park canyons, and restrooms and parking at the Field of Dreams. Next step is to invite Gat Lum from the Department of Recreation and Parks to the January meeting and determine a timeline. c. Youth employment and after school youth programs (Diana Nave) - Immediate goal is to identify a means/program to pay youth to assist in clean-up efforts. Next step is to approach the Bureau of Public Works and Department of Recreation and Parks. d. Street Repair (Shari Hill) – Immediate goal is to identify where our list of requested repairs is on the City priority list. Next step is to ask the Bureau of Public Works at the January meeting. e. Naval Property (Joyce Fischer) – Immediate goal is to be sure NWSPNC gathers and solicits community input. The next step is to get a map of the property and outline of the new plans for the area. f. Western Avenue Traffic (Jody Van Meter) – Immediate goal is to identify other methods of improving traffic flow on Western. The next step is to monitor Western Avenue Traffic Committee. g. Community Cleanup (Jody Van Meter) – Immediate goal is to develop a plan for other groups (business, government, homeowners) to take responsibility for susceptible areas. Next step is to continue quarterly clean up events and invite those organizations to participate. Peck Park is targeted for the next cleanup event. The NWSPNC will be having a walk-thru in January to identify the areas in Peck Park most in need of cleanup. h. Seniors (Shari Hill) – goals to be determined. i. General San Pedro Issues – goals to be determined in conjunction with other neighborhood councils. j. Port Issues (Shannon Day) – goals to be determined. 10. Future meeting – January 13, 2002, 6:30 p.m., Peck Park. 11.
