GENERAL INFORMATIONPosted January 29, 2003 To: Neighborhood Council Leaders From: Mike Wheeler (Stakeholder), NWSPNC PCAC Rep Alternate Re: Report on PCAC January 16, 2003 Meeting ------------------------------------------------------------- The meeting was called to order by co-chair Camilla Townsend Kocol. Tom Russell is the new assistant District Attorney. There is a reception Thursday 2/6/03, at the Sheraton, at 5:00pm. The coordinated plan subcommittee is becoming two – Wilmington waterfront and San Pedro waterfront. Vern Hall gave an overview of the past year (this is one-year anniversary of PCAC). Noted that the Board of Harbor Commissioners has not considered the major recommendations of PCAC to date (full EIR for China Shipping, recall of recent coordinated plan EIR, and one other). Janice Hahn: Evaluate EIRs, tell the truth, have proper mitigation. Gave certificates for outstanding contribution to PCAC. Nick Tonsich: Need consensus before proceeding with projects – example: China Shipping. Larry Keller: Congratulations to PCAC on 1-year anniversary. Camilla Kocol: a 5-member focus group will work on EIR for 3 phases of China Shipping. Vern Hall and Camilla will select from volunteers. Ralph Appy: Working with FERC. LNG application has been received – working on site selection. Will require master plan amendment. LNG is currently banned. Ron Reddick: Working on low profile cranes, such as those with retractable booms. Report coming. Kathleen Woodfield: Pointed out that the POLA approvals for expansion for this year sum to $151 million, while the POLACAP (clean air package) for 2003 is costing $2.7 million, or about 1.7 % of expansion. Carol Barnes and husband: Offers to San Pedro a monument of responsibility at Angles Gate. Will include a grand hall, three story wings, cafeteria, shops, … Barry Basler: concerned about the amount of space being devoted to boat storage. Robert Gelfand: We need air pollution reduction goals, such as 50% in a decade. Admonished Board of Commissioners for rejection of request to withdraw EIR. Committees: Master Plan – Jim Cross: LNG focus group forming – by July Port master plan review will be complete. Jesse Marquez has delivered the report of the Wilmington Coalition to Hahn’s office. Steering – Vern Hall: We need more subcommittee participation. Traffic – Renee Simon: Consultant’s report presented at last meeting – letter grades assigned to intersections describing the intensity of traffic. Report to be sent to PCAC members. Coordinated Plan – Jayme Wilson: Carol Barnes will present monument of responsibility to committee. Selected consultant – SMWM. Noel Park requested drawings of plans for area from cruise terminal to the fire department. Cabrillo Marina phase II – Richard Havenick: Committee has comments for draft EIR – 15 recommendations. Comment closure is 1/31/03. Richard invites Tonsich and Westrec representative to attend meetings. Committee opposes dry boat stacking as described in the EIR. Wilmington Waterfront – Donna Ethington: Optimistic about alternatives presented for parkway. Truck traffic reductions, bike path connecting Wilmington and San Pedro, and others. Mayor Hahn encouraged expanded scope. Somehow Jesse Marquez’ coalition did not receive invitations to informational meetings. Environmental – Jenkins: Reviewed some the committee educational activities, including Gateway Cities program for retiring older diesel trucks. He did not report the committee resolution calling for $500,000 to be contributed to this program by POLA. The POLA water quality work scope is available for comment, and the lighting and noise components are coming soon. POLA has engaged Ron Bass for the review of past EIRs. Andy Mardesich pointed out the Committee vote for $500,000 for diesel truck retirements. Vern Hall requests a presentation of the Gateway program to the full PCAC to develop into a PCAC recommendation. Public Comment: Cameron Rich: Proposes a countrywide homeland security council. Richard Pavlic: Described how the Port has violated CEQA regulations. Robert Gelfand: Described how the Board of Commissioners rejected withdrawal of the Cabrillo EIR with scorn. There needs to be a better understanding of the time available for review. DISCUSSION OF AGENDA FOR FEBRUARY 20, 2003 PORT OF LOS ANGELES COMMUNITY ADVISORY COMMITTEE MEETING. Frank O’Brien: Wilmington outreach needed. Also coaching on budget procedures. Noel Park: Report on status of Evergreen terminal, LAXT, piles of containers, Maersk phase II. Janet Gunter: Need televised BOC meetings. Per Andy Mardesich, the State Lands Commission recommends video recording of meetings. Vern Hall: Gateway Cities diesel presentation.
